New Details About the Anthrax Case And Vince Foster
According to CNN on December 3, 2001, "...389 samples were taken in four rounds of testing at the (Connecticut post office) facility. In the latest round, November 28, five samples revealed traces of anthrax. Before the latest testing, all of the samples were negative for anthrax."
Anthrax was discovered at the Connecticut post office on the same day of my phone call to the National Capitol Response team. My suggestion may have helped the FBI to start an ever increasing circle around the post office in addition to the elderly lady’s home, which confirmed what they suspected about the letter being cross contaminated.
Another suggestion on November 28, 2001 to the National Capitol Response team supervisor was that a centenarian, or someone who is 100 years old or older, might have an immune system that would allow only a small amount of anthrax to significantly infect the person. The supervisor said, "I didn’t think about that."
According to the New York Times on December 1, 2001, Dr. Anthony S. Fauci, director of the National Institute of Allergy and Infectious Diseases said, "Though very unlikely, it is "biologically very possible" for someone very old or in a weakened state to become infected with trace amounts of anthrax spores. Those two things compounding each other could be an explanation for what you're talking about now."
Dr. Fauci’s statement confirmed the possibility that my suggestion about the elderly lady’s body chemistry was correct.
WHY WAS SENATOR LEAHY THE PRIMARY TARGET OF THE ANTHRAX LETTERS?
Certain assumptions related to the anthrax case appear to be evidence or fact. It is likely that some of those are distractions or disinformation, which was designed to lead you away from the real criminal or motive.
According to BBC News on August 18, 2002, "But while investigators searched for links between the anthrax attacks and al-Qaeda, Prof. Don Foster immediately suspected that dating the letters 11 September was merely a ruse to throw the authorities off the scent. Prof. Foster also says the killer seems to have tried implicating two former USAMRIID scientists who had left the laboratory in unhappy circumstances by posting the letters from near their homes in New Jersey."
It was also easy to determine that two phrases in the anthrax letters were distractions. "Death to Israel" and "Death to America" were meant to lead you to believe that the criminal was a foreigner.
Following the same line of reasoning, the letters that were sent to the newspaper organizations were meant to mislead you about the motive.
It would appear that the two leaders of the Senate and House of Representatives were targets. If there are enough distractions that seem to be relevant, the investigation will focus on something other than the real issue. Using the "distraction or disinformation theory," throw out the possibility that Senator Tom Daschle and Representative Dennis Hastert were the primary targets of the anthrax letters.
That leaves the question of why was Senator Patrick Leahy the primary target of the anthrax letters?
Mr. Leahy was the Chairman of the Senate Committee on the Judiciary. He was the person that decided the agenda. There were already about a half dozen investigations of government misconduct. It was likely that he would have initiated other investigations of federal law enforcement. During the summer of 2001, the FBI had only a 24% approval rating. On September 11, the terrorist attacks were missed by their intelligence (which may have been difficult for anyone to anticipate).
Someone was trying to intimidate the Senator to stop opening more FBI investigations.
After you request a copy of my other information, you will learn that I am a civilian who has reported significant misconduct by federal law enforcement agencies that are still conducting a misplaced investigation of me at least four years later.
My trip to Washington, D.C. was scheduled for late August or early September 2001. Business activities delayed my trip until the middle of September, shortly after 9-11. The purpose of the trip was to deliver reports to at least 100 senators, representatives and other high level government officials about federal law enforcement misconduct and a misplaced investigation.
Mail is forwarded by my family to the post office that accepts general delivery mail, which in this case was the Washington, D.C. Brentwood post office that handled the anthrax letters. For three weeks, my mail was sent on either Thursday or Friday. It would usually arrive on Monday, Tuesday or Wednesday of the following week. My trip to the Brentwood post office would usually be on Tuesday or Wednesday. (In late 2000, my routine was the same for several weeks at the Brentwood post office.) It was easy for federal law enforcement to know the dates and patterns of getting my mail in Washington, D.C.
The anthrax letter to Senator Patrick Leahy was postmarked from Trenton on Tuesday, October 9, 2001. My trip to the Brentwood post office would normally have been Tuesday, October 9 or Wednesday, October 10. The mail was picked up on Thursday, October 11.
Remember that Senator Patrick Leahy has the ability to initiate investigations, and I have reported significant government misconduct and a misplaced investigation. The Judiciary Committee probably would have called for another major investigation related to my report about federal law enforcement misconduct. Senator Kay Bailey Hutchison’s assistant said, "How many thousands of Americans has this happened to, and how many thousands more will it happen to if it is not stopped?"
The person that mailed the anthrax letters intended to (1) stop Senator Patrick Leahy from initiating more investigations about FBI misconduct and corruption, (2) deflect attention from what they have done or (3) boost the FBI’s approval rating to make a failing department seem needed.
It is possible that the anthrax letters were also meant to discourage me from reporting federal law enforcement misconduct and the following information about Vince Foster, which would result in additional hearings. However, the largest law enforcement cleanup in history has already started.
A REWARD IS OFFERED FOR THE ARREST AND CONVICTION OF CRIMINOLOGISTS.
This section gives details about a group of criminologists who (1) breached their security clearances by leaking secret satellite capabilities to a civilian, (2) eavesdropped or spied in congressional offices without their knowledge, permission or warrants in September 2001, (3) conducted surveillance on Vince Foster during his death and (4) committed other crimes.
A criminologist named Johnny or his coworkers said the following statements to me:
(1) "Someone signed the order to watch Vince Foster." This means that someone secretly watched Vince Foster’s "suicide" or murder.
(2) "He was trying to take down a sitting president." This was the motive for Vince Foster’s death.
(3) "...what else we did (said) to Vince Foster."
(4) Vince Foster was watched when he said or did something that was related to Whitewater. A criminologist said, "Inadmissible." Someone else should determine which new evidence is admissible.
Analyzing current personnel records for the following nine items will produce a short list of employees who said the previous statements: (1) criminologist, (2) Johnny, (3) federal government, (4) state of the art high tech surveillance, (5) research and development related to brain wave studies, (6) high level security clearance, (7) high salary, (8) long term employment and (9) probable previous military background.
There is another way to find Johnny and the high tech facility. Open retired personnel records. There will be a large number of retirements at one location after October 1, 1999. The retired criminologists’ zip codes will be in close sequence. Match those zip codes with the zip code for a criminologist named Johnny, who is probably still employed. There may be few replacements for the employees who have retired.
Another way to find the high tech facility is to ask the scientists who developed the technology.
A reward is being offered for the arrest and conviction of Johnny and his coworkers, which will help to reveal the truth about what they saw while conducting surveillance on Vince Foster.

Someone has been trying very hard to keep my longer report from being made public. For more than three years, Freedom of Information requests have been submitted to government departments in an attempt to learn why there is a misplaced investigation of me.
A credible witness who will verify that there is an investigation works for Alaska Marine Highway System. We had a conversation in the summer of 1999. The purpose was to ask him to contact law enforcement on his ship so that I could clear my name about a misunderstanding. After some unusual and intimidating actions by "employees and passengers," he said, "That’s how this government operates." A note was made in the captain’s weekly report.
The supervisor at the National Capitol Response team said two unusual statements. (1) "I stopped the investigation." Does this mean that he stopped the investigation of the terrorists or anthrax, or does it mean that the FBI’s investigation of me was stopped? (2) "Don’t talk to the ones at the bottom about that." This means do not talk to lower level employees about classified secrets that were accidentally discovered. He would not have said that unless my reports were factual on learning about the criminologists and their high tech secrets.
A certified letter was sent to John Roberts at the FBI’s Office of Professional Responsibility. The green receipt was not returned to me. The post office was contacted about tracing the letter. There was a record of it in their computer. About 45 days later, I returned to the post office because there was no reply. The information in their computer had been deleted. The postal employee named Dan said that records were usually retained for five years, not just a few months.
A certified letter was sent to the Coast Guard for Freedom of Information. The green receipt was never returned. The post office was asked to trace the letter.
The post office did not respond to the traces on the two certified letters that are described above.
Another Freedom of Information request was sent by certified mail, but the letter could not be found. The green receipt was signed by someone named D. Eaddy, but the agency does not know who he is. A few days later, the same letter was sent by UPS, but they did not receive the letter.
Other certified letters and faxes for Freedom of Information or to report misconduct have been lost.
During his first week in office, recently elected Texas Senator John Cornyn from the Judiciary Committee said, "We need to quicken the turnaround time and create a mechanism that allows an independent, third party to decide whether a record should be kept secret." The two reasons that my file is being kept secret are (1) to coverup federal law enforcement misconduct and a misplaced investigation and (2) because of high tech secrets that I accidentally discovered. When they acknowledge that there is a secret file on me, it will confirm my reports about government misconduct.
THE CONCLUSION
According to BBC News and Newsnight on March 14, 2002, Dr. Barbara Rosenberg - an acknowledged authority on US bio-defense - claimed the FBI is dragging its feet because an arrest would be embarrassing to the US authorities. She goes further...suggesting there could have been a secret CIA field project to test the practicalities of sending anthrax through the mail - whose top scientist went badly off the rails...
According to the Baltimore Sun, "U. S. Army scientists...concluded that (the anthrax) was made using simple methods, inexpensive equipment and limited expertise."
It is likely that scientists were not involved. With the right instruction manual, a person with little scientific background might be able to reproduce the anthrax.
Law enforcement knows how to look for clues or traces to solve crimes. They would also know how to commit a crime and not leave any evidence. Civilians would most likely make a mistake. A criminologist said, "We are pros at editing and deleting."
The criminologists and their associates have committed crimes so many crimes that they will receive a life sentence in prison. What would stop them from committing other crimes?
The conclusion of this analysis is that there is a high probability that criminologists, federal law enforcement or their associates mailed the anthrax letters.
Because the FBI has not been able to locate a suspect from a limited number of people with technical expertise, the anthrax investigation should focus on other groups including criminologists, federal law enforcement, government contractors, black operations, "secret police" or their associates.
Even if the criminologists did not have anything to do with the anthrax, at the very least the government could stop a rogue department and solve many other crimes.
Now you know a small part of the story about why federal law enforcement would like for Senator Patrick Leahy and me to not be as aggressive about investigating and reporting misconduct and corruption. There is much more information about the magnitude of a misplaced investigation and federal law enforcement misconduct.
